Heat supply technological connection

• 01 The applicant submits a request for technical specifications 7 working days from the day of receiving the request

  The documents needed:

  1. The request for technical specifications for connection must contain the name of the person who sent the request, location, and postal address
  2. Copies of the documents confirming the applicant's proprietary or other legal right to the land lot that is not registered in Rosreestr (if such rights are registered in Rosreestr, the applicant must also provide relevant extracts it no earlier than 30 days), certified by the applicant
  3. Information about the boundaries of the land lot where the connected object is planned to be built or where the reconstructed connected object is located
  4. Information about the permitted use of the land lot
  5. Information about the total connected heat load, including the type of heat carrier and its parameters (pressure and temperature), and the reliability category

  The resulting documents:

  1. A refusal – the end of the algorithm
  2. Technical specifications for joining — go to step 3 of the algorithm
  3. A letter indicating possible options for creating a technical connection option — go to step 2 of the algorithm
• 02 Choosing an option for creating a technical possibility of connecting to the heating systems 7 working days from the day of receiving the request

  The documents needed:

  1. The applicant's letter on the choice of an option for creating a technical connection to the heat supply systems: connection with an individually installed board, without making changes to the contractor's investment program and followed by appropriate changes to the heat supply scheme in accordance with the established procedure; connection will be carried out after making the necessary changes to the heating supply scheme and (or) the contractor's investment program and (or) an adjacent organization; refusal to connect to the heat supply system.

• 03 Application for signing the activation agreement 20 working days from the day of receiving the request

  The documents needed:

  1. Application for the connection agreement in paper or in electronic form
  2. Copies of the documents confirming the applicant's proprietary or other legal right to the connected object or land lot, certified by the applicant
  3. Situation plan of the location of the connected object with reference to the territory of the settlement or elements of territorial division in the heat supply scheme
  4. Topographic map of the land lot at a scale of 1:500 (for 1:2000 block development) showing all above-ground and underground communications and structures
  5. Copies of the documents confirming the authority of the person acting on behalf of the applicant (if the application is submitted by the applicant's representative), certified by the applicant
  6. For legal entities - copies of the founding documents, valid bank details certified by the applicant are needed, for individual entrepreneurs - copies of the individual entrepreneur's main state registration number and taxpayer identification number certified by the applicant, and for individuals - copies of the passport or other identity document and taxpayer identification number certified by the applicant
  7. An approved integrated scheme for the engineering support of the territory, an approved draft layout of the territory and (or) a building license

  The resulting documents:

  1. Signed draft connection agreement in 2 copies — go to step 4 of the algorithm
• 04 Signing of the connection agreement 10 working days from the moment of receiving the statement of disagreement

  The documents needed:

  1. The applicant signs both copies of the draft connection agreement within 10 working days from the date of receipt of the signed draft connection agreement from the contractor, and sends one copy to the contractor within a certain period of time (with the attached documents confirming the authority of the person who signed the connection agreement).
  2. If the applicant disagrees with the draft connection agreement submitted by the contractor and (or) if it does not comply with these Rules, the applicant shall send the contractor a notice of intent to conclude a connection agreement on different terms within 10 working days from the date of receipt of the draft connection agreement, and shall attach a statement of disagreements to the draft agreement.

  The resulting documents:

  1. Dispute Resolution Protocol - go to step 5 of the algorithm
  2. If the applicant does not receive the draft connection agreement within 30 days of its submission by the contractor, or if the applicant refuses to sign it, the applicant's connection request will be canceled – the end of the algorithm
• 05 Implementation of the agreement Terms of the agreement

  The documents needed:

  1. Submit and coordinate the connection work schedule with the contractor
  2. Submit the project documentation approved in accordance with the established procedure, including information on engineering equipment and engineering networks to the contractor no later than 15 months before the date of connection
  3. Submit an expert opinion on the project documentation to the contractor, if such an opinion is required by the legislation on urban planning activities in the Russian Federation (including as provided for in the contract)
  4. Fulfill the conditions set in the connection agreement for preparing the site's and building's internal networks and equipment for connection
  5. Submit a proposal to amend the connection agreement in case of changes in the project documentation for the construction (reconstruction, modernization) of the connected facility that result in a change to the load specified in the connection agreement, along with the documentation confirming such changes
  6. Send the contractor a notification of for checking the fulfillment of the technical specifications for connection, with an attachment of the approved design documentation (1 copy) in terms of information about engineering equipment and engineering networks, as well as a list of engineering and technical measures and the content of technological solutions
  7. Provide the contractor with an access to check compliance with the terms of the contract regarding the connection and sealing of metering devices (nodes), cranes, and valves on their bypasses
  8. Pay the connection fee in the amount and within the period of time specified in the connection agreement
  9. Obtain a temporary permit for commissioning during the testing and commissioning period for the connected heat supply facilities and (or) heat-consuming installations
  10. Notify the contractor of changes in name, bank and postal details, and decisions on reorganization and liquidation in writing form

  The resulting documents:

  1. Carry out the actions to create (reconstruct, modernize) heating networks up to connection points and (or) sources of thermal energy, as well as to prepare heating networks for connecting the object and supplying thermal energy no later than the date of connection specified in the connection agreement
  2. Check the applicant's compliance with the connection agreement and seal the heat and coolant metering devices (nodes), valves, and shut-off valves on their bypasses within the period of time specified in the connection agreement, starting from the date of receipt of the applicant's notification of the readiness of the on-site and off-site networks and equipment of the connected object for supplying heat and coolant, followed by the drafting and signing of the readiness certificate
  3. Carry out the actions necessary to connect the internal or domestic networks and equipment of the connected facility to the engineering and technical supply network no later than the date of connection specified in the connection agreement (but no earlier than the signing of the act of readiness, taking into account the temporary permission of the federal state energy supervision authority for testing and commissioning), (if this duty is assigned to the contractor under the connection agreement)
  4. Accept the proposal to amend the connection agreement or refuse to accept it within 30 days of receiving the applicant's proposal when making changes to the project documentation
  5. The Act of Completion is drawn up by the contractor in two copies (one for each party), which have equal legal force, and is signed by the contractor and the applicant based on the results of the contractor's inspection of the applicant's compliance with the conditions for connecting and sealing the heat energy and coolant metering devices (nodes), as well as the valves and shut-off devices on their bypasses.
  6. The connection is completed by the drafting and signing of the agreement by both parties confirming the fulfillment of the parties' obligations under the connection agreement, which contains information about the implemented measures, the cost of the connection, and the delineation of the balance ownership of the heating networks and the delineation of the operational responsibility of the parties.
