The Ryazan region investment committee

  • General terms
    • The Ryazan region investment committee (hereinafter – the Committee) is a collegial, deliberative body of the Ryazan region Government.
    • The Committee was established in order to form favorable conditions for investment activity, to protect the rights and interests of investment activity subjects, to resolve investors` differences and disputes, concerning the implementation of the investment projects in the pretrial order with the Ryazan region authorities, the local administration of municipalities of the Ryazan region, the authorized organizations.
    • The Committee functions on a non-commercial basis.
    • The organizational support of the Committee is provided by the Ministry of economic development of the Ryazan region.
  • General tasks and functions of the committee
    • Consideration of the issues connected with the breach of the regulations of the investment declaration of the Ryazan region;
    • Consideration of the issues connected with non-compliance of the Set of the investment rules of the Ryazan region, established by Ministry of Economic Development of the Russian Federation 591 decree on the 30th of September in 2021 “On the support system of new investment projects in the subjects of the Russian Federation” (“Regional Investment standard”);
    • Consideration of the offers and working out the recommendations on the main strategic economic development directions in the Ryazan region and improving infrastructural and economic potential of the Ryazan region;
    • Discussion of the issues, connected with the investment climate improvement and the investment projects implementation in the Ryazan region;
    • Submitting proposals on reducing the administrative barriers in economy;
    • Evaluation of the consequences of the drafts law adoption, regulating the investment activity in the Ryazan region;
    • Consideration of the issues connected with the obligations discharge of the investors and the Ryazan region;
    • Determination of the priority directions of the local producers support;
    • Evaluation of the progress and effectiveness of the investment projects, which are being implemented on the territory of the Ryazan region;
    • Consideration of the projects and the legal acts in force, influencing the entrepreneurial and the investment activity;
    • Exchange of the investment activity information between the members of the Committee;
    • Working out the recommendations, improving the efficiency of the investment activity in the Ryazan region;
    • Working out the methods of capital investments attraction to the priority infrastructure objects on the territory of the Ryazan region; 
    • Participation in preparation and holding conferences, meetings, seminars and other events on the investment policy issues;
    • Collection and generalization of the practice from business entities and the protection of entrepreneurs` rights commissioner;
    • The investment projects implementation monitoring;
    • Preparation of proposals for improving the regulations of the investment support measures on the territory of the Ryazan region;
    • Consideration of the investments projects and taking the decisions on their approval or disapproval.

Headquarters (project management office) for improvement of the investment and entrepreneur climate in the Ryazan region

  • General terms
    • The headquarters (“project management office”) for investment and entrepreneur climate improvement in the Ryazan region (hereinafter – Headquarters) is an interdepartmental coordinative agency of the Ryazan region Government. 
    • The headquarters were established in order to improve the Ryazan region index in the National rating of investment climate in the regions of the Russian Federation, reduction of administrative barriers, optimization of the procedures connected with realization of investment and entrepreneur activity in the Ryazan region, attraction of investments to the region and monitoring the implementation of investment activity.
  • General tasks and functions of the headquarters
    • Proposals formation for implementation of the best practices of the National investment climate rate in the subjects of the Russian Federation (hereinafter – the roadmap);
    • Administrative barriers detection in the investment and entrepreneur activities in the Ryazan region, preparation of the proposals for their elimination;
    • Optimization of the procedures connected with the investment and entrepreneur activities on the territory of the Ryazan region;
    • Preparation of the proposals on the investment activity of the Ryazan region;
    • Elaboration of the proposals aimed at the region comprehensive development, improvement of the infrastructure and the economic potential of the Ryazan region, erection of new objects and reconstruction of the current facilities;
    • Consideration of domestic and foreign experience of investments attraction and elaboration of the proposals on attraction of Russian and foreign investors to the Ryazan region;
    • Implementation of the investment projects analysis, elaboration of the proposals on further development and recommendations for relevant organizations, bodies of state authority and local governments. 
    • Analysis of the Ryazan region executive body authorities` activity and the local authorities work in administrative barrier elimination in the sphere of the investment activity; 
    • Elaboration of the proposals on the legal regulation of the investment development issues, protection of the investors` legal rights;
    • Coordination of the actions of the Ryazan region government and the central executive bodies of the Ryazan region between the Federal authorities, the local administration municipalities of the Ryazan region, public and other organizations regarding the improvement of the investment and entrepreneur climate in the Ryazan region; 
    • Working out and implementing the target models of the business procedures simplification and the Ryazan region investment attractiveness increase;
    • Organization of the introduction of the target models procedure in the Ryazan region, including the involvement of utility supply organizations and electricity grid companies and also territorial bodies of federal executive authorities; 
    • Provision of assistance in gaining the “road maps” target goals when introducing the target models; 
    • Enter information timely into a special automatic system “Region-ID” in the Internet. The system provides informative cooperation of the people working on introducing the target models in the real time mode, including document exchange, the fixation of the results of the work on gaining the target goals and the evaluation of the results by the regional expert groups;
    • Fixation of the current indices modifications in the process of gaining the “road maps” target goals when introducing the target models;
    • Monitoring the implementation of the “road maps” target goals when introducing the target models;
    • Cooperation with the federal executive bodies and federal expert groups, appointed by the Government of the Russian Federation in order to monitor the introduction of simplification of the business activity procedures and increase the investment attraction of the subjects of the Russian Federation, on the issues of gaining the “road maps” target goals when introducing the target models till 2030;
    • Resolution of the conflicts of the interdepartmental cooperation in the process of implementation of the “road maps” target goals when introducing the target models;
    • Monitoring the implementation of improvement of the Ryazan region indicators in the national rating of the investment climate in the subjects of the Russian Federation.
