Connection to water supply and water disposal systems

• 01 The applicant applies for obtaining technical specifications – 7 days from the day of receiving the request

  The documents needed:

  1. The application for technical specifications
  2. A copy of the passport or other identity papers (for physical persons) including the papers confirming the authority of the person who signed the request;
  3. Copies of the documents confirming the legal right to the land lot where the capital construction object is located (or is to be located) and which must be connected to the water supply system (for the possessor of the land lot) with the exception of the cases mentioned in the 4-6 paragraphs, point 14 of the Regulations №2130. If the extract from the Unified State Real Estate Register is provided as a legal document, then it should be obtained no earlier than 30 calendar days before the day when the technical specifications are applied for. If the legal documents can`t be provided then the copies of the proprietary right documents are to be provided.
  4. Copies of the legal documents for the object which has already been built or commissioned. If the extract from the Unified State Real Estate Register is provided as a legal document, then it should be obtained no earlier than 30 calendar days before the day when the technical specifications are applied for. If the legal documents can`t be provided then the copies of the proprietary right documents are to be provided.
  5. The documents, containing information on the land lot boundaries on which the connected object is located or planned to be located (the topographic map of the land lot in 1:500 scale mentioning the boundaries of the land lot (if available) or a copy of the land lot use permit with the application of the land lot boundaries scheme which are supposed to be used or a part of the land lot on the cadastral plan of the territory).
  6. Land lot plan (if available)
  7. When the persons mentioned in the Regulations №2130, subitem “b” of the 9th paragraph apply for technical specifications, then the copy of the comprehensive development territory agreement should be provided.
  8. In cases presupposed by the Urban Development Code of the Russian Federation, part 6, article 52.1 if the persons, mentioned in the Regulations №2130, subitem “г” of the 9th paragraph, intend to start construction of the objects of federal, regional or local importance, the application for technical specifications must contain a copy of preliminary agreement on providing the land lot for this purpose.

• 02 Agreement between the contractor of the technical specifications for connection with adjacent owners (required only when connecting through adjacent networks) 5 working days since the day of receiving the request from the receiver

  The resulting documents:

  1. A letter from the adjacent owner on the agreement or refusal of technical specifications
• 03 Technical specifications provided by the contractor 7 working days since the day of receiving the request from the receiver

  The documents needed:

  1. The registered by the contractor request for the connection

  The resulting documents:

  1. Technical specifications containing the following data:
     1. Information about the contractor (for legal entities: full and abbreviated organization names, the main state registration number of the entity in Rosreestr, the location and address specified in Rosreestr, the postal address, contact phone number, and email address; for individual entrepreneurs: name, the main state registration number of the entity in the Unified State Register of Individual Entrepreneurs, the address of registration at the place of the residence, the postal address, contact phone number, and email address)
     2. Information about possible connection point(s) (address or description of the location, or well or camera number);
     3. Information about the capacity at the connection points, within which the contractor is obliged to ensure the possibility of connecting the object);
     4. The validity period of the technical specifications
• 04 Apply for the technical connection agreement Period of consideration - 3 working days since the day of receiving a set of documents

  The documents needed:

  1. Application form for connection  
  2. A copy of the passport or other identity papers (for physical persons) and also other documents confirming the authority of the person, signed the application 
  3. A copy of the documents confirming the proprietary right to the land lot on which the object, which should be connected, is located (or is going to be located) with the exception of the cases presupposed by the 4-6 paragraphs, point 26 of the Regulations №2130. If the extract from Rosreestr is provided as the legal document this extract must be received no earlier than 30 calendar days in advance since the application has been sent. If the documents confirming the proprietary right are not provided then the copy of the other documents confirming the proprietary right are to be provided.
  4. Copies of the documents for the connected object that was previously built and put into operation, and for the objects being constructed, a copy of the building license (the objects for the construction of which the license is not required in accordance with the Town Planning Code of the Russian Federation, and the objects that are in the process of architectural and construction design are the exception, as well as the cases where the land lots are connected to centralized stormwater drainage systems and centralized combined drainage systems) if available. If the extract from Rosreestr is provided as the legal document this extract must be received no earlier than 30 calendar days in advance since the application has been sent. If the documents confirming the proprietary right are not provided then the copy of the other documents confirming the proprietary right are to be provided.
  5. Situation plan of the object location which depicts the territory of the settlement
  6. Topographic map of the land lot on which the connected object is located (or is planned to be located), at a scale of 1:500, with all above-ground and underground communications and structures, indicating the boundaries of such a land lot, approved by the operating organizations
  7. Balance of water consumption and water drain of the connected object during the period of maximum capacity usage. The purposes of cold-water use must be mentioned as well as the other purposes of water distribution including firefighting and other needs, filling and draining of the pools, wastewater acceptance which presupposes distribution of the total amount of wastewaters through the drainage system
  8. Urban plan of the land lot, and, in case of water supply and sewage networks connection, the territory planning project and the territory land-surveying project, if the connection agreement provides for the contractor to carry out architectural and construction design, construction, reconstruction, or modernization of centralized hot and cold water supply and (or) wastewater disposal facilities on the applicant's land lot (except for residential buildings connection and the facilities previously constructed but not connected).
  9. When the persons mentioned in the the Regulations №2130, subitem “b” of the 9th paragraph apply for the connection, the following documents should be provided: the copy of the comprehensive development territory agreement, the copies of the comprehensive development territory site design, a comprehensive scheme of the comprehensive development territory engineering system, the land lot scheme on the cadastral plan of the territory and the urban plan of the land lot.
  10. In cases presupposed by the Urban Development Code of the Russian Federation, part 6, article 52.1 if the persons, mentioned in the Regulations №2130, subitem “г” of the 9th paragraph, intend to start construction of the objects of federal, regional or local importance, the application for connection must contain a copy of preliminary agreement on providing the land lot for this purpose, the approved territory surveying plan and (or) the urban plan of the land lot and the scheme of the land lot(s) on the cadastral plan of the territory, approved in accordance with the land legislation.

• 05 Agreement between the contractor and the guaranteeing organization (required if the resource supply organization is not the guaranteeing organization) 10 working days after receiving the connection application

  The resulting documents:

  1. A letter from the guaranteeing organization approving the connection (technological connection) or issuing a conclusion to the contractor stating that there is no technical possibility of connection (technological connection) and that there are no measures in the guaranteeing organization's investment program to ensure such technical possibility.
• 06 Agreement between the contractor and the adjacent owners on the possibility of connection (required only when connecting is fulfilled through adjacent networks) 10 working days after receiving the contractor`s request

  1. A letter from the adjacent owner on the agreement or refusal of connection
• 07 Signing of the connection agreement by the contractor 20 working days since the day of providing all the necessary documents and information

  1. The registered application for conclusion of the connection agreement

  1. The project of the connection agreement signed by the contractor with the technical specifications and the payment stated
• 08 Signing of the connection agreement by the applicant 10 working days after receiving the project of the connection agreement signed by the contractor

• 09 The applicant provides a set of the documents containing information on the project of connection Within 20 working days since the day of connection agreement conclusion (may be prolonged if decided by the contractor (upon written request of the applicant), but no more than for 20 working days)

  The documents needed:

  1. A plan of the well, basement (technical underground) or other premises of the projected (existing) capital construction object with an indication of the places of water supply, a metering unit for hot, cold water, and sewer outlet
  2. Layout and elevation of the projected sewage well, indicating the elevation of the channel projected on the applicant's land plot
  3. The relief organization plan (vertical layout) of the land lot where the development is taking place

  The resulting documents:

  1. Connection agreement registered by the contractor
• 10 Execution of the connection agreement 18 months from the date of conclusion of the connection agreement, unless a longer period is specified in the connection application, after the applicant sends a notification of compliance with the technical requirements

  The documents needed:

  1. The connection agreement registered by the contractor

  The resulting documents:

  1. Technological connection act
• 11 Signing of the connection acts No late than 18 months from the date of conclusion of the connection agreement, unless a longer period is specified in the connection application, after the applicant sends a notification of compliance with the technical requirements

  1. The connection act made by the contractor

  1. The connection act signed by the contractor and the applicant confirming fulfillment of the parties` obligations prescribed by the connection agreement, which contains information on delimitation of the balance of the centralized system of cold-water supply and drainage system, differentiation of the operational responsibility of the centralized system of cold-water supply and drainage system objects; or the act on the contractor`s fulfillment of technical connection of the object in case the applicant hasn`t prepared the site, the engineering systems and the equipment of the object for connection whereas the contractor has performed all the necessary activities for successful connection of the object.
