Connection to water supply and water disposal systems

• 01 The applicant applies for technical connection The period of consideration – 7 days from the day of receiving the request

  The documents needed:

  1. The application for technical specifications
  2. A copy of the passport or other identity papers and also other documents confirming the authority of the person who signed the request
  3. A copy of the document confirming the proprietary right or other legal right to the capital construction object and/or a land lot on which the applicant's capital construction objects are located (will be located) or if this object is to be connected. If the legal document is an extract from Rosreestr, this extract must be received no earlier than 30 calendar days since the request has been sent.
  4. Copies of the documents for the object that is to be connected, built and put into operation. This extract must be received no earlier than 30 calendar day before the request for technical specifications is submitted.
  5. The documents containing information about the boundaries of the land lot on which the connected object is located (or is planned to be located) — (a topographic map of the land lot at a scale of 1:500 depicting the boundaries of the land lot (if available), or a copy of a permission to use the land or land lot, with an attached scheme of the boundaries of the land or part of the land lot to be used on the cadastral plan of the territory);
  6. Land lot plan (if available)

• 02 Agreement between the contractor of the technical specifications for connection with adjacent owners (required only when connecting through adjacent networks) 5 working days since the day of receiving the request from the receiver

  1. A letter from the adjacent owner on the agreement or refusal of technical specifications
• 03 Technical specifications provided by the contractor 7 working days since the day of receiving the request from the receiver

  1. Technical specifications containing the following data:
     1. Information about the contractor (for legal entities: full and abbreviated names, the main state registration number of the entry in Rosreestr, the location and address specified in Rosreestr, the postal address, contact phone number, and email address; for individual entrepreneurs: name, the main state registration number of the entry in the Unified State Register of Individual Entrepreneurs, the address of registration at the place of residence, the postal address, contact phone number, and email address)
     2. Information about possible connection point(s) (address or description of the location, or well or camera number);
     3. Information about the capacity at the connection points, within which the contractor undertakes to ensure the possibility of connecting the object);
     4. The validity period of the technical specifications
• 04 Apply for the technical connection agreement Period of consideration - 3 working days since the day of receiving a set of documents

  The documents needed:

  1. Application for connection
  2. A copy of the passport or other identity papers and also other documents confirming the authority of the person who applied
  3. A copy of the document confirming the proprietary right or other legal right to the capital construction object and/or a land lot on which the applicant's capital construction objects are located (will be located) or if this object is to be connected. If the legal document is an extract from Rosreestr, this extract must be received no earlier than 30 calendar days since the request has been sent.
  4. Copies of the documents for the connected object that was previously built and put into operation, and for the objects being constructed, a copy of the building license (the objects for the construction of which the license is not required in accordance with the Town Planning Code of the Russian Federation, and the objects that are in the process of architectural and construction design are the exception, as well as the cases where land lots are connected to centralized stormwater drainage systems and centralized combined drainage systems) if available. If a copy of the extract from Rosreestr is submitted as a proof of ownership, the extract must be received at least 30 calendar days before the date of submission of the application for connection. If no proof of ownership is provided, copies of the documents establishing the ownership must be attached. If the building license is not required for the construction of the connected object, a copy of the project documentation for the connected object must be attached to the application for connection (except for the objects that are still in the process of architectural and construction design). A copy of the design documentation for the connected object is attached if, in accordance with the connection agreement, the contractor provides the implementation of architectural and construction design, construction, reconstruction and (or) modernization of centralized hot, cold water supply and (or) sanitation facilities on the applicant's land
  5. Situation plan of the object location which depicts the territory of the settlement
  6. Topographic map of the land lot on which the connected object is located (or is planned to be located), at a scale of 1:500, with all above-ground and underground communications and structures, indicating the boundaries of such a land lot, approved by the operating organizations;
  7. When connecting to centralized cold water supply and (or) wastewater disposal systems, the balance of water consumption and wastewater disposal of the connected object during the period of using the maximum amount of power (load) should be specified, mentioning the purposes of using cold water and the distribution of the connected power (load) by purpose, including firefighting, periodic needs, filling and emptying of pools, and receiving surface wastewater, as well as the distribution of the total volume of wastewater by sewage outlets (percentages). When connecting to a centralized hot water supply system, the balance of hot water consumption of the connected facility should be specified, mentioning the purposes of using hot water
  8. Urban plan of the land lot, and, in case of connecting water supply and sewage networks, the territory planning project and the territory land-surveying project, if the connection agreement provides for the contractor to carry out architectural and construction design, construction, reconstruction, or modernization of centralized hot and cold water supply and (or) wastewater disposal facilities on the applicant's land lot (except for connecting residential buildings and previously constructed but not connected facilities);
  9. In addition to the application for connection, the applicant may also attach the results of the engineering surveys or provide a link to the state information systems for urban planning, where the relevant results of the engineering surveys are available (if the applicant has such results, and if the connection agreement provides for the contractor to carry out architectural and construction design, construction, reconstruction, or modernization of centralized hot and cold water supply and (or) wastewater disposal systems on the applicant's land lot).

• 05 Agreement between the contractor and the guaranteeing organization (required if the resource supply organization is not the guaranteeing organization) 10 working days after receiving the connection application

  1. A letter from the guaranteeing organization approving the connection (technological connection) or issuing a conclusion to the contractor stating that there is no technical possibility of connection (technological connection) and that there are no measures in the guaranteeing organization's investment program to ensure such technical possibility.
• 06 Agreement between the contractor and the adjacent owners on the possibility of connection (required only when connecting is fulfilled through adjacent networks) 10 working days after receiving the contractor`s request

  1. A letter from the adjacent owner on the agreement or refusal of connection
• 07 Signing of the connection agreement by the contractor 20 working days since the day of providing all the necessary documents and information

  The documents needed:

  1. The registered application for conclusion of the connection agreement

  The resulting documents:

  1. The project of the connection agreement signed by the contractor with the technical specifications and the payment stated
• 08 Signing of the connection agreement by the applicant 10 working days after receiving the project of the connection agreement signed by the contractor

  1. The project of the connection agreement signed by the contractor with the technical specifications and the payment stated
• 09 The applicant provides a set of the documents containing information on the project of connection 20 working days since the day of the connection agreement conclusion (may be prolonged for 20 days)

  The documents needed:

  1. A plan of the well, basement (technical underground) or other premises of the projected (existing) capital construction object with an indication of the places of water supply, a metering unit for hot, cold water, and sewer outlet
  2. Layout and elevation of the projected sewage well, indicating the elevation of the channel projected on the applicant's land plot
  3. The relief organization plan (vertical layout) of the land lot where the development is taking place

  The resulting documents:

  1. Connection agreement registered by the contractor
• 10 Execution of the connection agreement 18 months from the date of conclusion of the connection agreement, unless a longer period is specified in the connection application, after the applicant sends a notification of compliance with the technical requirements

  The resulting documents:

  1. Technological connection act
• 11 Signing of the connection acts No late than 18 months from the date of conclusion of the connection agreement, unless a longer period is specified in the connection application, after the applicant sends a notification of compliance with the technical requirements

  The resulting documents:

  1. The connection act by the contractor and the applicant (in case if the applicant and the contractor have fully fulfilled their obligations) and the subsequent conclusion of a water supply and (or) wastewater disposal contract, or an act of connection signed by the applicant and the contractor (in case if the executor has fulfilled the obligations and the applicant has not fulfilled the obligations).
