• 02 Obtaining a written consent for the construction of an access road 30 calendar days

  The documents needed:

  1. For federal highways: application; scheme of the planned junctions on the land lots of the roadside strip and the roadside strip of the highway.
  2. For regional, inter-municipal and local roads — the list of documents is determined by regulatory legal acts of the constituent entities of the Russian Federation or local government bodies approved in accordance with paragraphs 2 and 3 of part 5.3 of Article 20 of Law No. 257-FL.

  The resulting documents:

  1. A written consent containing technical requirements and conditions, or a reasoned refusal to grant consent
• 03 Receiving a decision on the preparation of the territory planning documentation, which contains a task for the development of the documentation 15 working days

  The documents needed:

  1. The application
  2. Draft task for the development of the territory planning documentation in 2 copies
  3. Draft task for engineering surveys in 2 copies or an explanatory note containing a justification for the absence of such a need

  The resulting documents:

  1. A decision on preparation of the territory planning documentation, which contains a task for the development of such documentation, or a refusal to make a decision with the reasons for the refusal
• 04 Approval of the territory planning documentation 15 working days from the day of receiving the documentation

  The documents needed:

  1. The cover letter
  2. The territory planning documentation — a document containing information to be included in Rosreestr, including a description of the location of the land lot boundaries
  3. The results of engineering surveys required for the preparation of land planning documentation
  4. Notification of the results of coordination with the coordinating bodies and road owners

  The resulting documents:

  1. A decision on approving the territory planning documentation, or a decision on rejecting the documentation and sending it for further development
• 05 Registration of the documents for the land lot for placing the adjoining road within the boundaries of the road's allotment (public easement or an ordinary easement depending on the category of the investment project) 20 days from the date of receipt of the application (public easement), 30 days from the date of receipt of the application (easement)

  The documents needed:

  1. For a public easement: application; information about the boundaries of the public easement in electronic form, including a graphical description and coordinates of the characteristic points
  2. For an ordinary easement: application; plan of the easement's boundaries on the cadastral plan of the territory; report on the assessment of the easement fee, conducted in accordance with Federal Law No. 135-FL dated July 29, 1998

  The resulting documents:

  1. For a public easement: a decision on refusal or permission to establish a public easement
  2. For an ordinary easement: a decision on refusal or a notification of the possibility of concluding the agreement on establishing an easement within the proposed boundaries
• 06 Development and approval of the project documentation for the construction of an access road It is determined by the contract for the preparation of the project documentation

  1. The project documentation
  2. Work design documents
  3. Expression of requirements
  4. The results of the engineering surveys
  5. Information mentioned in the urban development plan
  6. Decision on preparation of the documents

  The resulting documents:

  1. The approved project documentation
• 07 Obtaining a building license for an access road 5 working days from the day of receiving the documentation

  The documents needed:

  1. The application
  2. The documents for the land lot
  3. Details of the territory planning project and the territory landscaping project (if required)
  4. The results of engineering surveys and project documentation materials: explanatory note, project of the allotment area, sections with architectural and design solutions, project of the construction organization
  5. Positive conclusion of the expert on the project documentation
  6. A copy of the accreditation certificate

  The resulting documents:

  1. A building license issuing or a rejection
• 08 Obtaining permission for the facility commissioning 5 working days from the day of receiving the documentation

  The documents needed:

  1. The application
  2. The documents for the land lot
  3. A building license
  4. Conclusion of the State construction supervision authority
  5. Technical plan of a capital construction project prepared in accordance with Federal Law No. 218-FL of July 13, 2015, “On State Registration of Real Estate”

  The resulting documents:

  1. Permission for the object commissioning or a refusal in which the reasons are mentioned
