- Decision-taking on the preparation of the territorial planning project;
- Preparation and approval of the requirements for the development of the project of the territorial plan and sending it for approval to the interested party;
- Verification of the territorial plan documents for meeting the demands mentioned in Part 10 of art. 45 of the Civil Code of the Russian Federation. If there are comments, they are sent to the investor for elimination; if there are no comments, see point 3.1.;
- Providing of approval or refusal of the territorial planning documentation to the executive authority of the subject of the Russian Federation, at the expense of which the construction or reconstruction of the object is planned. It is carried out by the executive authorities of the subjects of the Russian Federation on the territories of which the construction or reconstruction of such an object is planned.;

- Publication of the approved territorial planning documentation in accordance with the procedure established for the official publication of municipal legal acts and other official information;
